High speed movement is referred to differently for each race, and not all races have it. The list of who has it and who doesn't is below:
Shingami Of LT. level and up -Shunpo (瞬歩, Flash steps), a movement technique that allows the user to move faster than the eye can follow. The focal point that determines the basis of this technique is speed. As speed is the main point of the technique the method is best characterized by how fast one can get from point A to point B in the least amount of steps. Training and skill are what determines how fast a user of Shunpo can move; those of little skill in the technique or those who haven't used it an extended amount of time would obviously be out of practice, causing those individuals to be considerably slower, which requires the use of more steps to move the same distance and become winded far easier in a shorter amount of time.
Quincy of Quincy Knight level and up- Hirenkyaku (飛廉脚; lit: "Flying Screen Step/God Step", Viz: "Flying Bamboo-Blind Leg") is a method which Quincy use to travel quickly over short distances. Essentially, it is the Quincy equivalent to the Shinigami's Shunpo, or the Arrancar's Sonído.
Arrancar level and up -Sonído (響転 (ソニード), Sonīdo; Spanish for "Sound", Japanese for "Sound Ceremony") is a technique used by Arrancar which allows them to move at extreme speeds, making it equivalent to the Hohō (or Flash Steps as they are called in the English Dub) that Shinigami use and the Hirenkyaku that Quincy use. While somewhat similar to Hohō, Sonído appears to be more instinctual than Hohō, requiring no previous knowledge to perform. It also makes a different sound; rather than the swishing or sometimes silent Flash Step of the Shinigami, Sonído makes a booming or static sound.
Factors that determine how good you are at these:, a speed strength or weakness, or a mental strength, such as knowledge, in shunpo, or sonido, etc. Obviously weaknesses in any of the prior will make you slower.
Higher ranks are automatically faster than ranks below them. People who are 1 rank faster than you move as a blur when using any of these techniques. People who are 2 ranks+ faster than you, will move without you seeing anything. If they are the same speed or not en entire rank faster or slower, they can be seen like normal. A rank faster is going from say above average (Academy student) speed to Above average (Squad member) speed. Two ranks would be from say average Squad member speed to Average Lt. Speed.
Flight: Seated officer/Menos Hollow/level rpcs, can only fly in times of war or alert.
